Add guidance for contributing to external repositories

Documents the workflow for AI assistants to:
- Clone external repos to ~/Git/
- Create feature branches
- Fork using gh CLI
- Submit PRs to upstream projects

This enables autonomous contribution to fix issues in dependencies.
